Winnebago County's New 2030 Land Resource Management Plan Receives an Honor Award
The Illinois Chapter of the American Society of Landscape Architects awarded Winnebago County’s newly drafted 2030 Land Resource Management Plan an award for its focus on incorporating environmental principals. The plan carefully helps preserve the rural nature of the county that includes the state’s third largest municipality – Rockford, Illinois – by uniquely balancing the competing interest of economic development and environmental sensitivities. From the very beginning of the project, the county consistently asked its consulting team to think outside the box and to preserve its rural areas while encouraging economic growth in and near its urban centers. As part of the process, the county also commissioned a Comprehensive Financial Plan to be undertaken in-conjunction with the land use plan so that there would be a financial incentive to foster the plan’s objectives. It was a uniquely integrated process that resulted in an award winning plan. The team selected for the project was led by Paul Nicolosi of Nicolosi & Associates and The Buckley Companies with Camiros, Ltd. playing a crucial role in the land use portions of the plan. It is but one example of how local governments are more carefully integrating environmental sensitivities with economic development necessities so that the two typically opposing concept can more harmoniously co-exist.
